Yesterday Toowoomba regional councillors voted in favour of a three percent pay rise,
All except one, Councillor Bill Cahill voting against the new pay structure after stating he would not support the raise before the election.
But councillors claim they weren't actually voting for a pay rise, instead would be taking a pay cut.
They say after taking into account CPI and inflation councillors will be in fact worse off.
As part of the new scheme councillors will lose their amalgamation bonus, and to compensate for the loss the independent tribunal offered a three percent pay rise.
Despite his controversial stance, Councillor Cahill is standing by his word.
